Obtaining NOM certification involves a structured conformity assessment process. The following steps apply to most electrical, electronic, and lighting products:
Identify applicable NOMs. Determine which NOM standards apply to your product by consulting the official Mexican Standards database maintained by the Secretariat de Economma or by working with an accredited certification body like QIMA-NYCE. The applicable NOM is partly determined by your product's HS tariff code.
Collect product documentation. Prepare technical specifications, draft labels, user manuals, safety data sheets, and product photographs. Spanish-language manuals and warranties are required for the Mexican market.
Laboratory testing. Your product must be tested in an accredited laboratory in Mexico, or in a laboratory outside Mexico that holds a Mutual Recognition Agreement (MRA) approved by the DGN. QIMA's Shanghai laboratory holds such an MRA with NYCE, enabling NOM-compliant testing in China without shipping samples to Mexico.
Obtain a NOM certificate. After your product passes testing, apply for a NOM certificate from an accredited certification body. The certification body reviews your product documentation and test results and issues a certificate of conformity if the product meets all applicable NOM requirements.
Mark your product with the NOM mark. Once certified, apply the NOM mark to your product and packaging. This mark signals to customs officials, distributors, and consumers that your product complies with Mexican regulations and is cleared for importation and sale.
